About the Position
The Department of Housing and Community Affairs seeks an Information Technology Specialist III to serve as a developer reporting to the DHCA IT supervisor. Duties include responsibility for developing, maintaining, and enhancing databases, system applications, websites, portals, and other technology needed to support the mission of DHCA and Montgomery County.
The IT Specialist III will work on a team with Senior Developers, The Technology Business Enterprise Solutions Department (TEBS), business process users, and other stakeholders. The position requires addressing system service requests and working on various projects across multiple databases and systems.
This is a new position created to primarily support the systems used to manage the short-term rental program. As such, the IT Specialist III should be familiar with DHCA's rules and regulations regarding rental properties and code enforcement. This position will help integrate the new functionality into existing database applications and portals.
Duties included but are not limited to:
Serve on a team as a developer providing IT expertise for assigned DHCA systems.
Design, modify, enhance, and maintain database management systems and users at the request of business users as a result of program changes, regulations, or technical development.
Develop, test, document, and deploy system integration rules to support DHCA applications.
Troubleshoot issues and address operational challenges.
Create and maintain comprehensive documentation of the structure and functionality of the system.
Work with business users, management, and IT colleagues to develop project requirements.
Respond to system ServiceNow requests.
Maintenance and support of DHCA's IT software and hardware. This may include mobile device management, computer and peripheral device setup, and end-user training.
Conduct a comprehensive system analysis of three major DHCA databases-Code Enforcement, Office of Landlord and Tenant Affairs (OLTA), and Licensing and Registration
Lead the integration of the short-term rental software subscription service (Host Compliance) as required into the DHCA systems and processes.
Manage the short-term rental system to include modifying existing databases where applicable, writing code and retrieving and reporting data.
Providing ongoing system support, maintenance, and data management for enforcement, compliance, and reporting for the short-term rental program.

Minimum Qualifications
Experience: Three years of professional experience in the information technology field in areas such as programming, systems analysis, and web development.
Education: Graduation from an accredited college or university with a Bachelor's Degree in computer science or a related field or certifications in specific programming languages or operating systems.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria
There are no preferred criteria. All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "qualified" placed on the Eligible List and many be considered for an interview.
Qualified applicants will be selected for an interview with demonstrated experience in the following as indicated in the application documents: Application development experience against the Microsoft application development stack.
Experience with C#, ASP.Net, .Net Core, MVC, Web API, T-SQL Visual Studio 2019-2023, Git/GitHub, Azure DevOps
Knowledge of DHCA's laws and regulations on Housing, Code Enforcement, Rental Licensing, Landlord-Tenant Affairs, Short term rentals or Rent Stabilization.
