The National Council States Boards of Nursing (NCSBN) is an independent, not-for-profit organization through which nursing regulatory bodies act and counsel together on matters of common interest and concern affecting public health, safety and welfare, including the development of nursing licensure examinations. Our mission empowers and supports nursing regulators in their mandate to protect the public.

JOB SUMMARY

We are seeking a talented data engineer to join our Application Development and Database Administration team. The ideal candidate will bring value to the team by designing, maintaining, enhancing, and ensuring the security of organizational data platforms and pipelines.

Reporting to the Director, Information Technology, the Data Engineer will support a variety of NCSBN projects by maintaining our data repository while working with other internal NCSBN teams to create pipelines that will record and analyze new data within the data repository.

This role is an exciting opportunity for an individual who has at least five years of data management experience and two years’ experience working with Azure and is looking to expand their data engineering skill sets, while working for an organization committed to advancing nursing regulation and policy worldwide!

RESPONSIBILITIES

Integrates, transforms, and consolidates data from various structured and unstructured sources. Assembles and organizes data sets suitable for building analytics solutions. Builds and maintains data processing pipelines. Ensures data stores and pipelines are efficient, organized, reliable, compliant, and secure.

Utilizes various services and tools to ingest, transform, validate, and output data. Administers multiple data environments for development, testing, and production. Consolidates complex data models into business consumable semantic layers.

Collaborates with developers, database administrators, analysts, and other stakeholders on data initiatives. Assists stakeholders in understanding data. Coordinates with team members to develop and refine requirements. Translates requirements into technical architecture. Supports quality assurance analysts with the development and execution of test plans. Tracks, documents, and resolves user issues.

Identifies and implements process improvements. Ensures systems and standard operating procedures are appropriately documented. Evaluates and recommends technical solutions.

Contributes to the establishment and enforcement of data security standards, guidelines, and policies. Contributes to the identification, management, and mitigation of risks related to data security, availability, compliance, and performance.

Perform other duties as assigned.

QUALIFICATIONS

Bachelor’s degree or advanced degree in computer science, information systems, analytics, or a related field, or applicable job experience.

Minimum 5 years of progressive information technology experience, including data integration and data management.

Minimum 2 years of experience with Microsoft Azure data services including Azure Databricks, Azure Data Factory, Azure Data Lake Storage, and Azure SQL Database.

Ability to work in a team environment. Excellent written and oral communication skills. Excellent problem-solving skills. Experience working with end-users and establishing a collaborative rapport. Experience with application development lifecycle methodologies. Understanding of process engineering and project management concepts.

Technical experience must include:

Understanding of Microsoft Azure cloud concepts and architecture including compute, network, and storage services; identity, access, and security features; tools for managing and deploying resources.

Experience using SQL to query relational database systems such as Microsoft SQL Server, MySQL, or PostgreSQL.

Data file formats such as CSV, JSON, and Parquet.

Data processing with Python utilizing Azure Databricks or similar Apache Spark-based systems.

Creating, managing, securing, and deploying database objects within Azure SQL Database.

Managing and securing data files within the hierarchical directory structure of Azure Data Lake Storage.

Microsoft Windows desktop and server operating systems. Microsoft Word, Excel, Outlook, PowerPoint, and Teams.
