The City of Torrance is recruiting for an Administrative Services Manager to be part of the Torrance Police Department Team!
The Department
The Torrance Police Department has been proudly serving the community of Torrance for over 100 years. The Division
The City of Torrance operates a Public Safety Communications Center under the Support Services Bureau, and is responsible for providing communications services to the Police and Fire Departments, including answering 911 and non-emergency telephone calls, dispatching public safety resources, and providing emergency medical dispatch services and 911 education to the public. The Communications Center is equipped with state-of-the-art equipment in order to provide the highest level of public safety service to the Torrance community. The Communications Division is also comprised of the Information Technology Services (ITS) team for the Police Department (PD). ITS is responsible for managing the day-to-day operations of PD technical systems and assets. The ITS team provides technology related project management, software/hardware troubleshooting and support, software/hardware updates, expertise in troubleshooting technical issues, training system users, and implementing new systems or systems changes and upgrades. The ITS team also partners with City Information Technology to develop recommendations and technical solutions to PD processes.
The Position
The Administrative Services Manager reports directly to the Police Services Administrator, and is responsible for operational oversight of the ITS team and the Communications Center , including but not limited to: the planning, organizing, evaluating, and managing the operations of the Communications Division activities and its personnel; along with budget oversight, recruitment and promotional exams, performance management, professional standards, employee relations, computerized communication and record management systems.

Monthly Salary Range
$10,789 (Minimum) - $12,947 (Reference) - $14,889 (Maximum)
Appointment to the position is made between the minimum and reference point depending on qualifications.
QUALIFICATION GUIDELINES
Experience and Education
Any combination of education and experience that provides the required knowledge and abilities is qualifying. A typical way of obtaining the necessary knowledge, skills and abilities is:
Bachelor's degree in public administration or a closely related field and five (5) years of progressively responsible professional experience with a public agency that includes performing administrative analysis, interagency coordination, development and maintenance of procedures and systems, which includes at least one (1) year of management or supervisory experience.
License and/or Certificates
Must possess and maintain an appropriate, valid California driver's license.
Incumbents assigned to the Police Communications Division must complete the following requirements within one year of appointment: Completion of a Peace Officer Standards and Training (CA POST) Public Safety Dispatcher Certificate.
Successful candidates will possess the following: Supervisory experience in a combined Police and Fire communications environment is highly desirable; Possesses a high degree of understanding public safety; Experience with automation and communication and record management systems; Ability to successfully navigate local government; Exceptional oral, written, and interpersonal communication skills; Strong skills in team building, coaching, and mentoring staff members; Financial management experience (e.g., develop, implement, and manage budgets, analyze financial reports); Ability to develop and maintain positive working relationships with those contacted in the course of work.
