Description
Under the direction of the City Manager or their designee, plans, organizes, and manages the collection, custody, investment and disbursements of payments on City Funds and improvement district bonds, and performs other related duties as required.
Examples of Duties
REPRESENTATIVE DUTIES Plans, organizes and supervises operations in the City Treasurer's Office; Develops, coordinates and monitors programs within the City Treasurer's Office; Reviews and monitors cashiering, banking, accounting and record-keeping operations as related to investments, deposits, receipting interest, general cash receipts and disbursements; Balances and reconciles bank transactions; Assures that cash management plans for the City are developed, coordinated and kept up to date to enable the City Treasurer's Office to meets its workload demands on the basis of projected revenue trends and projected growth in the population in the business community; Monitors investment procedures to ensure compliance with Local, State and Federal rules and regulations for municipal treasurer functions; Assists the City Treasurer in the administration of the City's investment program; Develops recommendations regarding the portfolio mix in accordance with adopted statement of investment policy; Compiles data for monthly, detailed report of investment activity; Reviews and assures that all revenue transactions are verified, sorted and posted to proper revenue account classifications; Participates in the development and administration of the Treasurer's office budget, including making recommendations and decisions regarding expenditures.
Typical Qualifications
EDUCATION AND EXPERIENCE
Minimum of an A.A. Degree with a major in Finance, Accounting, Business or related field and four (4) years of finance, investments, and/ or accounting experience of which one (1) year shall have been in a responsible supervisory capacity. A bachelor's degree and one (1) year related experience also qualify.
KNOWLEDGE AND ABILITIES
Knowledge of office management, methods, equipment and practices; of procedures, law, ordinances and regulations governing the operation of the revenue division functions; of cash flow and investment practices, ability to plan, organize and supervise the work of others; to prepare accurate financial and statistical reports; to establish and maintain effective working relationships with supervisors, subordinates, other city departments and the general public.
Requires advanced skills in the use of modern office methods, practices and equipment, and efficiency in word processing and computer applications, specifically Microsoft Word, Office, and Excel. Requires competency in the operation of a variety of office equipment including but not limited to facsimile machines, copiers, calculators and 10-key adding machines, and cash machines.
LICENSE
A valid California Driver's License, Class C, have and maintain.

Vacation : 10 hours per month and increasing with years of service.
Holidays : 13 fixed holidays per year plus additional 20 hours of floating holiday.
Management Leave: Sixty (60) hours per calendar year.
Sick Leave : 10 hours per month with option to convert sick leave to cash after five (5) years of service, subject to other terms and conditions.
Retirement : The City offers the CalPERS 2.0% at 62 pension formula for new CalPERS members hired on or after January 1, 2013, or 2.0% at 55 pension formula for existing CalPERS member with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency.
Health Insurance : The City will pay the PPO or HMO Plan premium for a full-time employee plus one (1) dependent.
Retiree Medical : Competitive lifetime benefit upon CalPERS retirement required years of City service, subject to other terms and conditions.
Vehicle Allowance : $300 per month.
Educational Reimbursement : $2,500 per fiscal year for full-time permanent employees subject to course eligibility requirements.
Wellness Reimbursement : Up to $500 per fiscal year to use towards wellness related programs and products.
Longevity Bonus Pay : Beginning at twenty (20) years of service.
Bilingual Bonus Pay : The city shall pay each approved full-time employee a Bilingual Bonus of thirty-one dollars ($31.00) per pay period as long as the employee remains eligible for the bonus.
Life Insurance : City-paid Group Term Life Insurance Policy at 1 1/2 times regular salary.
Deferred Compensation : Voluntary enrollment, no City match.
Credit Union : Savings and loan services available through South Bay Credit Union, Kinecta, and F&A Federal Credit Union.
