Budget Manager

Washington, DC, United States

Kearney is seeking a Budget Manager to join our team. Specific responsibilities include, but are not limited to:

· Analyze and develop models that inform budget execution and formulation activities

· Present alterative methods to better inform budget models and procedures

· Assess laws, regulations, legislation, and guidance and develop executive-level presentations to inform budgetary guidance and procedures

· Author budgetary policies and standard operating procedures

· Analyze, validate, and reconcile a large volume of financial transactions and present results to inform budgetary decisions

· Conduct technical reviews and analysis deliverables for compliance, accuracy and validity

· Catalog and store budgetary documentation

· Research and analyze complex budgetary issues delivering customer recommendations

Qualifications

Required Qualifications:

· Bachelor of Science or Arts Degree in Accounting or Business Administration/Management or equivalent, with a minimum 4 years of budget, finance, or accounting experience

· Federal budget, finance, or accounting experience

· Demonstrates strong oral and written communication and interpersonal skills

· Experience performing root-cause analysis identifying issues and alternative solutions

· Understanding of the federal Planning, Programming, Budgeting, and Execution (PPBE) processes and/or systems

· Ability to analyze large financial data sets and perform predictive modeling

· Experience using a large Enterprise Resource Planning (ERP) system

· Proficient in Microsoft Office 365 (Excel, Word, PowerPoint)

Preferred Qualifications:

· OMB A-11 Experience

· Fiscal Appropriation Law / GAO Redbook

· Advanced MS Excel experience (e.g., pivot tables, macros)
