**Job Description**

Our AECOM Philadelphia Transportation group is seeking a Construction Manager to work on the Amtrak ADASP program.

**_General Program Description_**

_The Amtrak ADA Stations Program (ADASP) is responsible for bringing Amtrak stations into compliance with the Americans with Disabilities Act. The ADASP implements design and construction of infrastructure improvements to provide accessibly to Amtraks intercity rail transportation system. This position will be part of a Joint Venture (AECOM & Jacobs) that is providing staff and services to Amtrak._

**_Responsibilities include, but are not limited to:_**

_The Construction Manager (aka Contracting Officers Technical Representative (COTR)/Resident Engineer (RE) is responsible for providing technical and construction oversight of several concurrent construction contracts throughout the contracting life cycle from solicitation through final acceptance of contractors work and contract closeout. The COTR/RE is the appointed technical liaison between the Contracting Official and a contractor. The COTR/RE monitors the contractors performance and provides technical advice to the Contracting Official and contractor within the scope of work for a contract. The COTR/RE is the primary point of contact regarding a contractors performance._

_Construction projects will be at locations throughout the continental U.S.A. The COTR/REs work is performed primarily remotely (off-site approximately 80% of working time) with travel required to project locations to review the contractors work (on-site approximately 20% of working time)._

_The COTR/RE works directly with the Contracting Official, Design Manager and Designer of Record, and reports directly to the programs National Construction Manager._

_The COTR/REs responsibilities include:_

+ _Encouraging and supporting a culture of safety on all projects._

+ _Assuring work is executed in accordance with the contract as well as good engineering and construction practices._

+ _Being thoroughly familiar with all pertinent contract documents._

+ _Verifying that the contractors work is in conformance with applicable contract drawings and specifications._

+ _Managing the contractors work and coordinating with Design Manager, operations department, safety department, and engineering department personnel so that the interests of client are always considered._

+ _Managing the contractors work to allow Amtrak, host railroads, third parties and other project stakeholders to continue their on-site operations throughout the project._

+ _Judging the quantity, quality, fitness, and acceptability of all parts of the work._

+ _Accepting work based on specified criteria and testing results._

+ _Interpreting technical specifications and drawings._

+ _Coordinating with the Design Manager and Designer of Record on clarifications to the contract scope of work._

+ _Reviewing the contractors construction submittals on means and methods and delegating the technical reviews to the Design Manager or Designer of Record._

+ _Managing field personnel responsible for inspection of the work in progress._

+ _Performing site visits to inspect the work in progress._

+ _Monitoring the contractors quality for compliance with the contractors approved quality control / quality assurance (QA/QC) plan._

+ _Monitoring contractors work for completion within the approved contract time and price._

+ _Implementing claim preventive actions by working with the contractor to proactively resolve issues._

+ _Managing the contract closeout process, including making recommendations on the substantial completion of work, developing a punch list of minor remaining work, and making a recommendation on the final acceptance and final completion of the contract work._

+ _Managing the contractors performance of warranty work during the contracts warranty period._

+ _Keeping thorough records of actions taken that impact the contractors ability to deliver or perform._

+ _Maintaining all communications with the contractor._

+ _Retaining all project reports and documentation in the Unifier document control system._

+ _Hosting weekly contract progress meetings and preparing meeting minutes to be distributed to all attendees._

+ _Attending meetings as required which relate to program management, design, procurement, third party coordination, historic preservation, railroad operations, and public outreach._

+ _Maintaining contract logs for non-compliance notices (NCNs), change orders, requests for clarification (RFIs), submittals, and other as needed._

+ _Conducting quality assurance audits._

+ _Receiving and reviewing progress reports from the contractor._

+ _Assisting the Project Scheduler in reviewing the contractors proposed schedule of values, baseline schedule, schedule updates, and schedule recovery plans._

+ _Assisting the Project Scheduler in assessing contractors requests for changes to the contract time (period of performance)._

+ _Recommending approval or disapproval of applications for payment (invoices)._

+ _Providing written weekly reports that document the status of the contract and the contractors progress._

+ _Documenting any schedule delays, including cause and responsibility, to defend against possible delay or acceleration claims._

+ _Notifying both the contractor and the Contracting Official of any performance or technical deficiencies by the contractor, or any violations or failure to conform to the terms and conditions of the contract._

+ _Assisting with the Contracting Official in preparing contract correspondence._

+ _Assisting the Contracting Official in assessing and negotiating contractors requests for change orders and claims._

+ _Assisting the Contracting Official in closing out a contract by confirming the contractors technical deliverables have been received and accepted._

+ _Assisting the Contracting Official in completing contractor performance surveys._

**_Travel:_**

_+/- 20%_

**Qualifications**

**Minimum Requirements:**

+ Bachelor's degree in Architecture, Construction Management, or Engineering and eight (8) years of related experience in construction or demonstrated equivalency of experience and/or education

+ Due to the nature of work, U.S. Citizenship is required for this position

+ Valid Drivers License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review

**Preferred Qualifications:**

+ Registered Architect, PE, CCM, or PMP

+ 10 years of experience in Construction and Construction Management

+ Working knowledge of Microsoft Office Suite

+ Construction oversite and inspection experience with a focus on facility renovation, historic preservation, rail transportation and ADA compliance

+ Communicate fluently in both the spoken and written English language

+ Willing and able to travel +/- 20%

Relocation is not available for this role.

Offered compensation will be based on location and individual qualifications. The expected range is $120,000.00 - $160,000.00.
