The Consulting Grants Manager provides client support with monitoring state and federal grants including project eligibility, reporting, grant writing and recipient and subrecipient monitoring.
QUALIFICATIONS:
Bachelor's Degree is required.
Degree in Business, Accounting, Finance, Public Administration, or related field is desired.
Certified Grants Management Specialist (CGMS), Grants Professional Certification (GPC), Project Management Professional (PMP), Certified Scrum Master (CSM), Certified Public Accountant (CPA), or other grants management certifications are preferred, but not required.
5+ years of successful federal grant management experience is required.
At least 1-year experience directly leading/managing a federal grants management project in a consulting/advisory practice.
Supervisory and a proficiency in project management principles is required
Experience with federally funded grants management programs and reporting requirements, including ARPA, IIJA, EPA, and Broadband is desired.
Experience managing multiple projects of various sizes, including the development of a project plan, managing a team, creating, and managing project budgets.
Prior experience in grant writing, preferably with federal, state, and local governments, tribal and/or territorial agencies.
A strong policy background including a comprehensive understanding of the Uniform Guidance, Title 2 of the Code of Federal Regulations (CFR) Section 200, and post-award grant management activities and compliance requirements.
Knowledge of Broadband, Equity, Access, and Deployment (BEAD) grant program preferred.
Must be able to work extended hours during the work week or on weekends as needed.
Must be able to travel and work from different company and client locations.
RESPONSIBILITIES:
Evaluates client needs, recommends project approaches, and understands engagement scope, manages activities for completing work, and assists with oversight of overall quality control of client deliverables.
Delivers client services including, but not limited to:
Monitoring grants, including uniform guidance recipient monitoring, and sub-recipient monitoring.
Analyzing applicants or recipient's budgets to ensure costs are reasonable, necessary, allocable, and otherwise allowable, and within expenditure limits.
Consulting with award recipients and program officials on financial, program, administrative, or policy matters.
Evaluating award recipient amendment requests (e.g., budget modifications, budget period extensions, changes in scope, changes in contact) to ensure proposed changes comply with the award terms and conditions.
Monitoring all phases of grants and agreements for the award life cycle.
Monitoring award recipients for compliance with award terms and conditions.
Providing guidance to award recipients and program officials on the proper application of Federal regulations and agency policies and processes including 2 CFR 200 and federal programs including FEMA, HUD CDBG, IIJA, BRIC and ARPA requirements.
Responding to award applicant inquiries on administrative, financial, or programmatic issues related to pre-award and post-award activities (e.g., risk analysis, grant monitoring).
Reviewing applicable award documents to ensure compliance with administrative, financial, programmatic, policy, and legal regulations and requirements.
Ensures compliance with applicable policies and procedures, laws and regulations, and keeps current on compliance-related areas.
Actively engages in business development activities including the review and development of proposals and grant applications
Participates on proposal writing teams including writing and coordinating submissions
Assists with preparation of written reports, deliverables, and other materials for clients
Ensures adherence to proper workflow, processes, and procedures.
Ensures engagements and special assignments are accomplished within the approved budget and on time, along with managing team resources in an efficient and effective manner to meet productivity and realization goals, along with scheduling internal and external activities.
Informs engagement Associate Director or Director of the status and other pertinent aspects of the engagement.
Recommends new approaches, resource tools, deliverables, policies, and procedures to impact continual improvements in departmental efficiencies and services performed.
May perform supervisory responsibilities for staff and intern positions and provides prompt feedback to Directors/Associates/Managers regarding staff performance. Completes annual staff evaluations.
Maintains required CPE hours for Firm and applicable licensing standards.
