JOB SUMMARY

Under the direction of the Executive Program Director, Behavioral Health (EPD), the Clinical Program Director is responsible for the overall operations of the Behavioral Health and Substance Use Disorder clinics including all clinical service delivery, in accordance with VOACC's operation manual and procedures and all applicable local and federal regulations.

RESPONSIBILITIES

Provide strong leadership to the Behavioral Health and Substance use Disorder programs at the Hope center as evidenced by:

* Responsible for the overall health, safety, and operations of all program and facility components.

* Assist in developing the programs' annual budgets(s), and manage program operations and services in accordance with the budgets, including revenue and expenses.

* Develop and implement effective consumer services and activities.

* Ensure complete residents' and programs' records are generated and maintained in accordance with policies and procedures and contractual and regulatory requirements.

* Act as liaison between the programs and funding/regulatory agencies.

* Ensure all applicable federal, state, and local government and contractual regulations and requirements are met or exceeded.

* Assist with the recruitment, manage, and maintain effective program staff.

* Ensure effective resident and staff meetings are conducted in accordance with agency requirements.

* Conduct pre-service and in-service training for staff.

* Develop, implement, and maintain program operating documents including Policies and Procedures, Operations Manuals, etc.

* Compile and/or monitor all required reports.

* Attend all work-related meetings and training as required or needed.

* Assist in organizing, holding, and facilitating Advisory Board Meetings.

* Performs other duties as assigned.

EFFECT ON END RESULT

* Improvement in the Hope Center's capacity to improve the level of consumer functioning across all relevant domains.

* Ensures the Hope Center has the capacity to respond to each consumer's needs.

* Ensures that all documentation pertaining to consumer services is completed in compliance with agency policies and funding source requirements.

* Presents a positive image to the consumers and public.

* Ensures compliance with contractual obligations.

PHYSICAL REQUIREMENTS

* The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.

* The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.

* Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.

* Operating office equipment requiring continuous or repetitive hand/arm movements.

* The ability to remain in a sitting position for extended periods of time.

* Occasionally, ability to lift, carry, push, pull or otherwise move objects, including the human body.

Qualifications

REQUIREMENTS

* Must hold a behavioral health clinical licensure in the state of Maryland or be licensure eligible and obtain that licensure within 6 months of hire. A Master's degree in a human services related field;

* A Master's degree in a human services related field;

* Three-five years' experience in human services, substance use services, program management and supervision is preferred.

* Must be able to develop effective working relationships with consumers, staff and community partners, and be able to motivate groups and individuals.

* Strong organization skills, problem-solving skills and judgment are desired.

* Must be able to multitask, prioritize workload, meet critical deadlines and comfortably work with confidential employee and employer information.

* Must possess outstanding team building skills and the desire to work with people.

* Self-starter/go getter who is mission driven and committed to helping people connect with our services and who possess the following qualities.

* Must be Dependable -- more reliable than spontaneous

* Must be People-oriented -- enjoys interacting with people and working on group projects

* Must be Adaptable/flexible -- enjoys doing work that requires frequent shifts in direction

* Must be Autonomous/Independent -- enjoys working with little direction

* Must have High stress tolerance -- thrives in a high-pressure environment

* Excellent Computer Skills in Microsoft Office and office products.

* Excellent written and verbal communication skills.

* Proven ability to for conflict resolutions

* Bilingual in any language a plus
