The Arizona State Hospital (ASH) provides inpatient psychiatric care to persons with serious mental illness who need long-term behavioral health care. Job Summary:

Under general direction of the Hospital Superintendent (Chief Executive Office), the Chief Medical Officer (CMO) is responsible for the clinical operation of the Arizona State Hospital, and in this capacity is responsible for the direct oversight of all medical services (psychiatric and primary care and the allied health services departments). The Chief Medical Officer is responsible for: all decisions regarding clinical operations; planning policy for the hospital subject to the approval of the CEO, implementing policy and monitoring adherence to procedures; promoting the delivery of quality health care in all aspects of ongoing hospital programs, formulating clinical and administrative procedures for all treatment units.

The CMO coordinates all clinical services and within the hospital and delineates roles and expectations for non-nursing clinical staff. The CMO interprets policies and administrative procedures and resolves difficult problems of administration. The CMO evaluates hospital treatment and revises or develops new services, develops detailed clinical programs including organization, staffing requirements, objectives and implementation procedures and provides consultative services to local health authorities, community groups and/or public and private agencies to interpret hospital operations. The CMO directs monitoring of program performance and promotes the Arizona State Hospital as a source of mental health expertise. The CMO assists the Hospital Executive Management Team in projects and assignments requiring clinical expertise and evaluates patient or family concerns or complaints regarding clinical care. The CMO provides expertise to the clinical staff with respect to legal matters concerning civil and forensic patients with consultation from the attorney general’s office.

Job Duties:

− Oversees medical, psychiatric, and allied professionals to ensure that quality care is provided to patients.

− Provides consultation to the clinical staff and the CEO on admissions, discharges, and treatment provision.

− Provides consultation/direction to the clinical staff on policies, procedures, and medical-legal issues.

− Implements educational programs for all levels of staff.

− Acts as a treatment team leader for, and carries a case load of, not more than 5 patients.

− Coordinates with the Medical Staff Coordinator to ensure accurate and timely completion of medical staff credentialing, privileging, and peer review processes.

− Ensures that the clinical staff remain in compliance with all relevant regulatory processes.

− Ensures that the clinical staff are compliant with quality processes, including performance improvement projects.

− Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

- Knowledge of the principles and practices of general medicine, psychiatry, allied services, and public health; hospital administration; community resources; federal and state laws pertaining to care and treatment of mental health conditions; and medical education.

- Must have be familiar with hospital and departmental procedures and policies and mental health laws and regulations. Knowledge is obtained through accredited training and clinical experience and certified by the American Board of Psychiatry and Neurology.

- Must have a medical license in the state of Arizona.

- Knowledge of the quality assurance and performance improvement in an inpatient psychiatric setting.

- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:

- Serving as the administrator of numerous licensed clinicians in a large hospital setting.

- All aspects of clinical psychiatry with knowledge about other clinical disciplines.

- An educator, leader and administrator.

- Proper training, clinical experience, and administrative experience.

Ability to:

- Direct the work of professional staff

- Establish and maintain high departmental standards

- Work effectively with others

- Speak and write effectively

Selective Preference(s):

The ideal candidate will have:

− Doctoral degree from an accredited School of Medicine or approved School of Osteopathic Medicine; completion of an approved internship, and residency.

− Five years post-residency experience in the practice of psychiatry and leadership experience in the administration of psychiatric hospital programs.

Pre-Employment Requirements:

- Possession of a license to practice medicine In Arizona granted by the Arizona Medical Board or the Arizona State Board of Osteopathic Examiners. Requires Board Certification in Psychiatry

- A State Hospital employee must be able to obtain a valid Level One Fingerprint Clearance Card pursuant to A.R.S. § 41-1758.07.

Driving is required for State Business.

- Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit.
