SUMMARY

The Emergency Shelter Program Director is responsible for ensuring appropriate coordination of staff efforts and financial resources to meet client needs and maintain compliance with grant standards and appropriate expenditure of all grant funds. The Director directly supervises the Emergency Shelter Program Manager, and must offer guidance, coaching, direction, and appraisal of performance to the Program Manager to ensure direct service staff receive clear direction and support. The Director will hold regular supervisory meetings with the Program Manager to review staff issues and concerns, program administrative progress, and fund expenditure, and to consult regarding individual client/case concerns. The Director develops and guides the short- and long-term program priorities that include client service protocols, program policy and procedure review/development, plan for full expenditure of all grant funding within all funding guidelines, and ongoing identification of service gaps and strengths. The Director is responsible for ensuring timely and accurate reporting for all grants, and must work closely with the Vice President of Programs, Chief Financial Officer, and Director of Grants to provide required information and input for grant reports and grant applications. The Director also represents the SAMM Shelter program and SAMMinistries in community discussions and meetings. The Director also coordinates with the Program Manager to arrange for/offer training and professional educational opportunities for staff to ensure the building of knowledge and skills within the team. The Director reviews, evaluates, and leads emergency shelter operations to ensure efficient and safe operations that achieve the goals of the program and are in accordance with SAMMinistries’ mission and values. Required to work flexible schedule to facilitate program services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Directs, plans, and supervises activities for Emergency Shelter Program Manager in an efficient and effective manner utilizing positive leadership and management skills to facilitate the total work process.

Provides constructive information to minimize problems and increase program operational efficiency.

Communicate openly, professionally, and productively with the Vice President of Programs, executive leadership team, finance/accounting department, development team members, and partnering agencies.

Maintain current and accurate knowledge of grant standards and requirements for service provision, reporting, and fund expenditure for all funding sources impacting the Emergency Shelter Program.

Responsible for the timely submission of accurate reports for all funding sources supporting Emergency Shelter.

Act as a liaison and a resource for the strategic implementation of new initiatives, current best practices, and existing policies and procedures to ensure smooth, consistent program operation.

Communicate, maintain, and coordinate operational processes with agency, corporate, and/or other community partners.

Regularly review and analyze program expenditures to identify patterns, gaps, and trends that inform future plans and funding requests.

Consult regularly with and provide supervision to the Program Manager focused on grant project execution, consistent implementation of evidence-based approaches, and review of cases that present with multiple challenges or complex areas of concern.

Represent SAMMinistries and the SAMM Emergency Shelter in community meetings and workgroups.

Develop and maintain partnerships and relationships with community partners to further the ability of SAMMinistries to execute its mission efficiently and ethically and to serve its clients in the most seamless and cost-effective manner possible.

Revises policies, procedures, and communications to reflect ongoing program or project changes in accordance with regulatory and contracting guidelines.

Develop new policies, procedures, and workflows that enhance operating efficiency for the SAMM Emergency Shelter.

Participates as a member of the SAMMinistries Program Leadership Team in planning, implementing, and evaluating the Continuum of Care Model, the Housing First Model, Trauma Informed Care approach to services, Motivational Interviewing, and other evidence-based practices.

Solves problems by gathering and/or reviewing facts and selecting the best solution from identified alternatives. Decision-making is usually based on prior practice or policy, with some interpretation. Must apply individual reasoning to the solution of problems, devising or modifying processes and writing procedures, as necessary.

Maintain current knowledge of SAMMinistries policy and procedures and program handbooks.

Keep the Vice President of Programs informed of issues and challenges that impact program functioning, staff development, or the safety and security of staff or program clients, and work cooperatively with the Vice President of Programs and other SAMMinistries staff to address ongoing needs in these areas.

Makes final decision to continue or terminate services for residents who do not comply with established program policies/guidelines, or who pose a significant risk to health or safety of any SAMMinistries staff.

Ensure facts regarding service termination are communicated to the Vice President of Programs in complex situations, and in accordance with policies and procedures ensure program participants’ rights are respected related to appeal of the Director’s decision to the Vice President of Programs.

Ensure a positive physical and social environment for clients and staff.

Attend training and demonstrate the ability to integrate new knowledge and information to enhance the growth and development of the program and the staff.

Perform other related duties as assigned.

SUPERVISORY RESPONSIBILITIES

Duties include individual and group supervision. Responsibilities include interviewing, assisting in hiring, and training employees; planning, assigning, and directing work; writing performance appraisals; rewarding and disciplining employees; addressing complaints and resolving problems.

Able to react to change productively and manage other essential tasks as assigned.

Work evening and weekend hours

EDUCATION and/or EXPERIENCE

A combination of one of the following:

Bachelor’s degree in a social service or related filed with a total of five (5) year supervisory/administrative experience.

A master’s degree in social services or related field, with a total of two (2) years supervisory/administrative experience with at risk youth.

Computer literate with working knowledge of Microsoft Windows (Microsoft Word, Excel), variety of online database systems.

LANGUAGE SKILLS

Bilingual in Spanish is desirable but not essential. Effective written and verbal communication skills. Must demonstrate the ability to write routine reports and correspondence and ability to communicate effectively before groups of volunteers and employees of service organizations.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as addition, subtraction, division and percentages. Must be able to interpret data used to evaluate client success.

REASONING ABILITY

Must be sensitive to the dynamics associated with homeless families and individuals. Must be able to react swiftly and effectively to crisis situations. Must possess good conflict resolution skills. Logic and ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

CERTIFICATES, LICENSES, REGISTRATIONS

Class C driver's license. Licensed social worker or equivalent licensure desirable.

WORK ENVIRONMENT

The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health, and safety practices. The employee may experience several unpleasant sensory demands associated with the client’s use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure. May be required to work flexible hours to include evenings and weekends.
