The Georgetown University Police Department provides a full range of law enforcement services in support of the academic and public service missions of Georgetown University, serving a diverse community of more than 13,000 students and 6,000 faculty & staff.

In addition to the traditional role of a police department, GUPD carries out a variety of proactive educational, outreach and crime prevention programs. We deliver professional and high-quality services with sensitivity to the unique concerns of the University community.

GUPD employs approximately 65 sworn police officers, 7 full time civilian employees and 50 part-time students.

Job Overview

The Police Captain , second in rank to the Deputy Police Chief of Police, provides leadership within the GUPD and is responsible for managing, preparing, administering and directing all assigned personnel, resources and funds, all for the purpose of meeting department goals and objectives. In a strong senior position, they have multiple direct reports requiring tight coordination and provide accountability.

Second in rank to the Deputy Chief of Police, the Police Captain assumes full responsibility for command of the department in the absence of the Deputy Chief. They may be called upon 24 hours a day to provide management for critical incidents including civil unrest, natural and man-made disasters, high-profile crimes and police actions or other significant department operations.

Serving as the overall Commander of the Police Services Bureau and Criminal Investigations Unit, the Police Captain assists the Deputy Chief of Police in the development and administration of department policy and procedure, management of department budget and staffing, carrying out hiring, termination and other human resources and disciplinary actions.

They serve as a public representative of the department and the University, providing necessary command and control in the absence of other ranking supervisors or managers, ensuring department compliance with law, regulation and policy; and conducting other administrative duties or projects as assigned. They work closely with the Support Services Bureau Commander in coordinating and scheduling training. As well, they work closely with the Community Engagement Bureau Commander in development and approval of Event Action Plans (EAP) and scheduling for special events and VIP visits.

They are expected to occasionally attend off-site training and to provide mutual aid to other agencies or locations, based on the needs of the department.

Work Interactions and Work Mode Designation

The Police Captain serves under the general direction of, and reports directly to, the Deputy Chief of Police.

Requirements and Qualifications

Bachelor's degree - preference for a Master's degree

Experience at the rank of Lieutenant or higher for at least three (3) years, with ten (10) years or more total experience - including at least six (6) years of managerial experience, along with performing all aspects of the role of police officer, Sergeant, and Lieutenant

Experience in - and responsibility for - critical incident response and notification procedures desired.

Note: An equivalent combination of training and experience may be considered in lieu of the above-listed requirements.

Technical Qualifications or Specialized Certification :

Must be a U.S. Citizen

Must be at least 21 years of age

Possess and maintain a valid driver's license with no violations in the last three years and have the ability to pass Georgetown University driver's certification

Complete a written test, a report writing test, a drug test, a physical examination by a medical doctor to university specifications, and an extensive psychological testing

Pass a comprehensive background investigation

Qualify for a Special Police Officer's Commission

Ability to supervise, evaluate, manage, and motivate subordinate sworn and non-sworn personnel

Ability to use tact and a courteous demeanor when interacting with students, faculty, staff, visitors, dignitaries and community members

Respect the use of police powers in relation to a university environment

Demonstrated ability to effectively manage a complex organization with multiple priorities and limited resources

Demonstrated ability to exercise sound judgment and take decisive action in critical situations

Proficient use pf vehicles, computer systems, weapons and other technologies and tools employed by police agencies

Confidence using computers, including Microsoft Word, Excel, and email and/or the ability to learn these applications

Ability to use tact, patience, and a courteous demeanor in interactions with students, staff, faculty, visitors, and community members

Respect for the use of police powers in relation to a university environment

Excellent verbal and written communications skills, including report writing

Preferred Qualifications

Experience and/or training in situations involving sexual assault and discrimination - including religious, racial, and sexual orientation

Experience that includes five (5) years in higher education law enforcement

Thorough knowledge and understanding of criminal and civil law, and of modern policing issues, philosophies, policies, practices, procedures, trends, laws, regulations, law enforcement management theory, and administrative standard, and how they may be applied within a university environment

Emergency management experience

Demonstrated leadership in a higher education environment

Knowledge of telecommunications equipment

Administrative and clerical skills

Additional certifications or training

Essential This position is considered essential under the University Personnel policy guidelines and therefore is subject to be on call when necessary. The incumbent must be willing to work extended, odd, or off hours to achieve the expectations of the Department. This may include rotating tours of duty (day shifts, evening shifts, overnight shifts) with fluctuating days off, according to departmental needs.
