The Senior Program Manager provides comprehensive management of all social services provided at the 801 East Collaborative. The Sr. Program Manager ensures that the programs and services onsite are in accordance with best practice standards, contract and grant requirements, and agency practices and procedures. The position oversees service delivery ensuring efficiency, operational consistency of case management practice, staff leadership, and overall quality practices of all assigned programs. This position is responsible for internal and external reporting of outputs and outcomes of program the model, establishing a working relationship with internal service provider partners and vendors and external community partners.

Supervisory Responsibility: Provides administrative supervision of 3 direct reports and functional supervision for 15 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

Manage and oversee the daily operations of case management services across the program including the low barrier shelter (192 beds), work bed program (96 beds), senior/medically frail dorm (48 beds) at 801 East Men's Shelter Collaborative, in support of overall program goals and objectives.

a. Develop and implement strategies to effectively achieve program goals and objectives, implement systems and processes to enhance service delivery and efficiency.

b. Monitor program implementation in accordance with best practice for service types, program contracts, and departmental and agency Practices and Protocols.

c. Ensure the timely submission of all external and internal program reports.

d. Promote a client centered, housing first, solution focused and compassion service while ensuring a dignified and respectful shelter environment for all.

e. Work to resolve program issues including prompt response to all client grievances and customer or community relations, coordination onsite and community partners, vendors and operational staff.

f. Coordinate with HMIS Administrator and HHS Quality Assurance team to monitor staff utilization, service documentation and productivity in HMIS or other databases, in accordance with contract requirements and department data quality standards.

g. Regularly review team outcomes reports, HMIS data quality and case management productivity reports. Implement corrective action plans as needed.

Provide leadership and direction to all program staff, consultants, and volunteers; oversee staff supervision, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; sets standards for customer service; conduct regular staff meetings; communicates policies and procedures; and facilitate team dynamics in collaboration with the Director of the program.

a. Conduct unannounced site visits monthly after normal business hours to ensure quality services and program expectations are being adhered to by staff and clients.

b. The weekly work schedule includes 2nd or 3rd shift onsite staff observations and supervision to ensure all site-based staff are provided appropriate supervision and access to program management throughout the year.

Manage program budget and expenditures, in collaboration with the program's Director, to ensure that available funds and resources are used efficiently.

a. Monitor program budget and provide approval of spending requests for program expenses at least monthly.

b. Monitor program revenues and expenditures at least monthly with assigned finance team members to ensure they are within established budgetary guidelines.

Perform liaison activities with community partners, including contract monitors.

a. Attend community meetings, seminars, relevant training, outreach events and government/private foundation events as requested.

b. Assist with and prepare for grantors' site visits and audits for all programs. Respond to all audit and site visit requests, inquiries, or investigations in conjunction with HHS Quality Assurance team, in a prompt and professional manner.

c. Keep abreast of all contract/grant milestones and requirements to ensure agency compliance and billability.

Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.

a. Implement Corrective Action Plan, under the guidance of the program Director, and/or HHS Quality Assurance Team to address deficiencies identified through the agency Client Record Review and Continuous Quality Improvement (CQI) process or via funder audits or inquires.

b. Ensure case manager supervisor(s) and case manager team meet client service requirements according to contracts.

c. Enable staff participation in quality improvement at least quarterly.

d. Update the program's practices and procedures, and program manual as needed.

e. Coordinate with the Sr. Manager of Operations on site regarding the maintenance of the program facilities and equipment in accordance with relevant health, fire and safety codes, and COA standards.

Annual Salary: $80,000-$90,000/

Position Requirements

Masters Degree in Social Work and LICSW license.

3 years of progressively responsible non-profit experience in program management.

2 years of experience working with clients or programs that serve individuals or families experiencing homelessness, behavioral health, substance abuse or chronic health challenges.

2 years of supervisory experience.
