The City of Sunnyvale is accepting applications for Senior Management Analyst, with two (2) current vacancies in the Information Technology Department and the Department of Public Safety . The list established from this recruitment may also be used to fill Senior Management Analyst vacancies in other City Departments.
The Vacancy In The Information Technology Department Reports To The Chief Information Officer (CIO) And Manages The IT Administration, Fiscal, And Performance Management Division. This Division Focuses On Managing IT Assets, Contracts, Procurements And Grants Citywide; Participates In IT Strategic Planning; Acts As a Legislative Liaison; And Manages The Department's Administrative Services Such As Budget, Payroll, Performance Measures And Tracking SMART Goals. The Ideal Candidate Will
Have a strong understanding of accounting, financials, and managing an operational budget
Be able to assist the CIO in setting charge-back and replacement costs for IT equipment and services Citywide
Be a part of the IT Management Team to provide direction on the department's performance measures, policies, strategic planning, financial planning, procurement, and goal setting
Understand how to respond to citizen relationship management (CRM) requests and complaints in a professional and timely manner

Develop, monitor, and maintain the department's grants.
Administer and enforce specialized Public Safety licenses and permits.
Manage the department's budget, conduct expenditure audits, oversee revenue recovery, and payroll.
Coordinate with DPS managers and command staff for the nine programs within the department: Police Services, Fire Services, Administrative Services, Community Safety Services, Recruitment/Personnel Services, Investigations Services, Communications Services, Records/Property Services, and Fire Prevention/HazMat Services.
For The Senior Management Analyst, The City Of Sunnyvale
contributes 4% of the 7% employee contribution to CalPERS for classic members;
contributes 2% of an employee's gross pay to a deferred compensation plan, and
provides fully employer paid medical, dental, and vision benefits.
Under general direction of an assigned manager, plans, organizes, directs and supervises the activities of assigned personnel engaged in professional administrative and management duties requiring comprehensive analysis of moderate to complex issues including budget, contract administration and program administration; performs a variety of technical tasks relative to an assigned area of responsibility; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
The Senior Management Analyst is a supervisory classification. The classification of Senior Management Analyst is distinguished from the lower-level Management Analyst in that the Senior Management Analyst has supervisory responsibility.
Essential Job Functions
(May include, but are not limited to, the following):
Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the performance of professional analytical duties in support of budget, contract administration and program administration; implements policies and procedures.
Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the conduct of fiscal and administrative analysis.
Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
Participates in budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures.
Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Supports department heads, senior policy makers and elected officials on budgetary, administrative and financial matters.
Analyzes and develops processes, procedures, work simplification, computer applications and methods of achieving intended outcomes.
Performs a variety of financial and budgetary analysis for the development of long term policy and fiscal impacts and makes recommendations based on findings.
Collaborates with management and co-workers in providing consultation services in areas of expertise.
Develops and implements internal and external community strategies, programs and information delivery methods.
Conducts analytical studies of complex and sensitive financial, organizational or operational issues.
Conducts fiscal investigations and prepares written and oral reports with recommendations for presentation to superiors, City Manager and/or City Council.
Prepares and presents financial, statistical and administrative reports and presentations.
Coordinates and implements programs, policies and procedures for an assigned department and program.
Interprets City rules, policies and procedures, personnel policies, MOU's and local, State and Federal laws and regulations.
Maintains a consistent and current understanding of financial and policy/program issues in the assigned area of responsibility.
Meets with employees, management personnel and citizens to provide training, information and solutions of problems.
Participates in the development of the annual City budget and/or annual departmental and divisional budgets by researching historical expenditure patterns, estimating future needs, and making recommendations on revenue sources and funding levels.
Participates in the development of requests for proposals; develops and administers contracts and oversees the work of contractors and vendors.
Assists management in compiling overall budget requests; monitors expenditures after budget adoption and recommends appropriate corrective action.
Participates in the development, execution and/or coordination of specific programs or studies.
Performs a variety of complex data gathering, analyses, and report writing activities on a special project basis.
Prepares and presents a wide variety of policy reports, proposals, documents and correspondence including, but not limited to costing, writing of contract language, expenditure and revenue recommendations, and related issues.
Serves as a management representative in departmental and City-wide task forces and committees.
WORKING CONDITIONS
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, and documents weighing up to 10 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.
Minimum Qualifications
The minimum qualifications for education and experience can be met in the following way:
A Bachelor's degree from an accredited college or university in economics, finance, business administration, public administration, social studies, communications or a related field; AND
Four years of increasingly responsible management/administrative analytical work experience including some lead or supervisory experience.

Licenses/Certificates
Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

EXAM PROCESS
Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process, which may consist of an oral examination scheduled for Monday, March 4, 2024 and Wednesday, March 6, 2024 .(Note: The examination process may be changed as deemed necessary by the Director of Human Resources).
SELECTION PROCESS
Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the Information Technology Department tentatively scheduled on March 18-20, 2024 and with the Department of Public Safety tentatively scheduled on April 9, 2024. Any candidate selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a comprehensive background investigation, as well as medical exam(s) administered by a City-selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination.
