to support the Production Program Management Office (PMO) in our Advanced Tactical Programs (ATP) Operating Unit (OU) in

Baltimore, MD

. The ATP OU is one of the largest OUs in the AMS Division and has a unique range of cutting-edge technology programs spanning development to production, while operating in a challenging and fast-paced environment to bring needed capability to the Warfighter.

What You'll Get to Do:

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.

This role will report as a Deputy Program Manager to the Production Director to support the PMO.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include but are not limited to cultivating customer relationships and intimacy to develop further opportunities within the customer community. Additional responsibilities include and are not limited to:

Lead thorough risk & opportunity management practices including identification, mitigation, and realization.

Manage key affordability projects to drive efficiencies in engineering, supply base, manufacturing, and test & integration.

Manage suppliers and manufacturing to meet program readiness objectives.

Program liaison for facility needs including seating and IT infrastructure.

Provide program specific training for onboarding, security, business rhythm, and other key program needs.

Support production program organization as a Deputy Program Manager, that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.

Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.

Support of measuring and reporting program or NCTA (Non-Contract Technical Activity) performance.

Deliver presentations to customers, executive management, and other program stakeholders.

Support the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

Support the establishment of design concepts, criteria, and engineering efforts for product research, development, integration, and test.

Review and finalization of the program Statement of Work.

Identification, distribution, tracking, and completion of program requirements.

Establishment and management of the program and subordinate baselines.

Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

Identify, allocate and manage program resources, including workforce planning.

Manage Government/customer supplied property or information (GFE, CFE, etc.)

Manage suppliers to meet program objectives.

Adherence to all internal processes, policies, and applicable industry standards.

Ensure program team understands and adheres to contract scope and manages change through control board activities.

Development and adherence to master plans and schedules.

This requisition may be filled at either a Manager Programs 1 level or Manager Programs 2 level.

Basic Qualifications for Manager Programs 1:

Bachelor's degree and 6+ years' or a Master's Degree and 4+ years of experience supporting U.S. Government contracts or project management in other industries.

Experience with Earned Value Management and the associated tools/systems.

Demonstrated experience managing communications with stakeholders .

Demonstrated ability to proactively identify and solve complex problems across all levels of a program.

Experience in monitoring/controlling program plans, cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.

Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.

Ability to travel as required.

U.S. Citizenship.

Active U.S. DoD Secret Clearance (adjudicated within the last 5 years) and the ability to qualify for access to Special Access Programs (SAPs) with the ability to work on-site in classified areas.

Basic Qualifications - Manager Programs 2:

Bachelor's degree and 10+ years' or a Master's Degree and 8+ years of experience supporting U.S. Government contracts or project management in other industries

Experience with Earned Value Management and the associated tools/systems.

Demonstrated experience managing communications with stakeholders .

Demonstrated ability to proactively identify and solve complex problems across all levels of a program.

Experience in monitoring/controlling program plans, cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.

Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.

Ability to travel as required.

U.S. Citizenship.

Active U.S. DoD Secret Clearance (adjudicated within the last 5 years) and the ability to qualify for access to Special Access Programs (SAPs) with the ability to work on-site in classified areas.

Preferred Qualifications:

Active U.S. DoD Top Secret clearance and the ability to qualify for access to Special Access Programs (SAPs).

Demonstrated success leading teams/and or organizations to achieve a common goal.

Prior experience supporting sensor system, technology, development or production programs, operations management, knowledge of RF system products, capabilities and enabling technologies.

Project management experience in engineering, finance, logistics, operations, or supply chain/subcontracts management.

Bachelor's degree in engineering or master's degree in business administration (MBA) with three years' experience supporting Department of Defense (DoD) and/or Government contracts.

Prior experience with Earned Value Management (EVM) and MS Project.

Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).

PMP Certification.

Experience in Enterprise Resource Planning (ERP) and/or Material Requirements Planning (MRP) systems.

Salary Range:

$120,800 - $181,200

Salary Range 2:

$145,000 - $217,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
