Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Minimum Qualifications for 0343 Series at the GS-09

Specialized Experience :  For the GS-09, this includes one year of experience comparable to the GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is:

Assists in providing advisory services in performance management, personal and real property, and personnel security.

Maintains accountability of personal property using an inventory management system.

Manages Fleet Program to include inspections, inventories, tort claims, and card use.

Assists in developing reports and performance analysis to assess needs and develop business plans.

Working with the Administrative Officer, advises on administrative management policies, procedures, operations, goals, and objectives.

OR Education Requirement at the GS-09 :  Master's or equivalent graduate degree  OR  2 full years of progressively higher level graduate education leading to such a degree  OR  LL.B. or J.D., if related.  Related graduate education may include: Finance, Business Administration, Management, Public Administration, etc.

OR

An appropriate combination of specialized experience and graduate level education directly related to the work of the position as stated above. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09.

IN EXAMPLE: The position to be filled is a Management Analyst, GS-343-09. An applicant has 6 months of specialized experience equivalent to GS-07 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-09.)

Category Definitions:   Categories must be defined prior to issuing a job opportunity announcement. Definitions must be written to identify differences in the quality of applicants' job-related KSAs/competencies. The cut-off scores may be raised or lowered, as appropriate to show differences in applicant quality levels. The minimum score for the Qualified Category must be 70.

Best Qualified (90-100):  Applicant possesses all of the job-related competencies identified as important for successful job performance.

Well Qualified (80-89):  Applicant possesses a majority (more than half) of the job-related competencies needed for successful performance.

Qualified (70-79):  Applicant meets the basic eligibility and minimum qualifications requirements, but does not meet the definition of well qualified or best qualified above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
