The Children’s Court Improvement Program is seeking a qualified, dedicated, and professional attorney to fill the role of Legal Advisor. The Legal Advisor provides complex analysis and recommendations on policy, procedural, and legal issues related to the court processing of child in need of protection or services (CHIPS), termination of parent rights (TPR), guardianship, and adoption cases. The Legal Advisor also provides technical assistance and training to circuit courts, advises and provides staff support to various internal and external committees, and monitors compliance with federal and state laws.

LOCATION: Madison, WI. Certain positions with this Department may allow remote work for a portion of their work schedule, depending on the needs of the position and the work unit. This topic may be discussed in the interview process. Employees residing outside the state of Wisconsin are not eligible for full‐time remote work.

SALARY: The hiring salary range is $74,440 to $81,723.20 annually, with State of Wisconsin benefits package included. Additional information on benefits can be found at www.wicourts.gov on the Employment page under Benefits Overview.

RESPONSIBILITIES:

1) Conduct policy and program analysis relating to CHIPS, TPR, minor guardianship, and adoption proceedings. 2) Provide technical assistance and educational programs to circuit courts and stakeholders. 3) Support CCIP Programs by helping staff internal and external committees and project workgroups. 4) Collect and analyze quantitative and qualitative data to assess compliance with federal and state laws and outcome measures. 5) Monitor, review, and make recommendations related to state and federal legislation, case law, and regulations. 6) Perform other duties as assigned.

QUALIFICATIONS:

1) Law degree from an accredited law school. 2) Policy or legal experience in a child welfare, youth justice, circuit court, or related setting. 3) Knowledge of state and federal child welfare laws. 4) Extensive knowledge of court operations and practices, preferably juvenile court. 5) Experience presenting legal information to diverse audiences. 6) Experience in program implementation and evaluation is preferred.

SPECIAL REQUIREMENTS:

1) Employment will require a criminal background check. 2) Must meet the minimum standards for driving a state vehicle.
