Job Description

Celestar, a B&A Company, is seeking a Countering Foreign Influence Program (CFIP) Analyst to support the Defense Advanced Research Projects Agency (DARPA) Program Security Services (PSS) task order. Period of Performance:

1 Base Year + 4 Option Years

Location:

Arlington, Virginia

Salary Range: $110,000–$160,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years

Responsibilities:

Serve as a subject matter expert regarding undue foreign influence and risks associated with foreign government talent programs, conflicts of interest, and conflicts of commitment.

Analyze volunteered information associated with prospective awardee submission packages and develop risk assessments concerning potential foreign influence.

Analyze foreign entities proposing to DARPA projects and assess risks associated with the research and/or proposer.

Prepare and provide risk assessments and recommendations to DARPA leadership.

Provide weekly status updates regarding open and completed reviews to SID/SAPCO leadership and contribute information to monthly management reports.

Required Qualifications and Skills (Must Be Reflected on Your Resume):

A Bachelor’s degree with 4 years of relevant analyst, risk management, or program security experience -OR- an Associate’s degree with 6 years of related experience.

Demonstrated successful experience supporting DoD or IC research and development (R&D) programs.

Knowledge of foreign influence risks, foreign government talent programs, conflicts of interest, and conflicts of commitment.

Strong analytical, risk assessment, research, and written communication capabilities.
