Job Description

Program Security Specialist L2 (SCAR)Kirtland AFB, NM, 87117Tutulu LLC is looking for an enthusiastic, well-qualified individual to fill the Program Security Specialist L2 position. This role offers the opportunity to work with a diverse and talented group of individuals committed to driving success. The Program Security Officer meets multi-discipline security requirements with an emphasis on personnel security for a US Space Force Customer. The position's primary function is to handle personnel security in support of the customer's facility and organization. The position will provide "day-to-day" PERSEC services for Special Access Program (SAP) activities. This includes conducting verifications via the Defense Information System for Security (DISS), Joint Access Database Environment (JADE), and other databases for personnel security clearances/access levels; as well as providing security education, training, and advice for Civil Service, military, and contractor personnel. Administers and supports the program management teams. Follows current applicable DoD/USAF/USSF regulations, policies and procedures related to Special Access Program Security, Sensitive Compartmented Information Security and Collateral security. Informs government program security lead of compliance related issues and security incidents, as well as accomplishment of duties - ensures priorities are met IAW govt lead guidance. Drafts, reviews, and staffs DD254s. Communicates and interfaces with Program managers and their teams - provides program security guidance. Oversees the Program Personnel security program, to include industry and mission partners.Skills/Experience Required:Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility5+ years of relevant experience within the Department of Defense (DoD) or equivalent federal service work.2+ years experience in SCI and or SAP environmentMay be required to consent to and successfully complete a government counterintelligence scope polygraphProficient in use of DOD and Special Access Program systems of record DISS, JADE, & other applicable databases. Assists users with system functions. Performs all duties assigned as a Special Access Program Personnel Security Official (SPO)Spearheads implementation of robust processes across Personnel Security (PERSEC), Physical Security (PHYSEC), Information Security (INFOSEC), and Industrial Security (INDUSEC), ensuring comprehensive coverage and adherence to regulatory standardsPhysical Security and Risk Management/Safeguarding of Classified InformationParticipates in the Security Education, Training, and Awareness program; develops relevant and tailored training products and ensures widest dissemination and understanding to the workforceAdheres to Standard Operating Procedures (SOP) for all security programs as needed and trains the workforce on procedures that enhance protection of critical government resources, personnel, and facilities in a dynamic threat environmentAssists self-inspections of organization's SCI and Collateral programs, to include ensuring containers, materials, and spaces are controlled and securedMonitors controlled area to ensure all personnel, computers, magnetic media are in compliance; ensures physical security requirements for automated data processing and secure communications equipment are metProvides guidance on classification marking, accountability, control, storage, safeguarding, downgrading, declassifying, and destruction procedures for classified materialsOther duties as assignedEducation/Certifications:Master of Arts/Master of Science/Master of Engineering degree, equivalent work experience may be considered in lieu of educationCenter for Development of Security excellence (CDSE) Security Specialist CourseSecurity Professional Education Development (SP?D) Certification ProgramBenefits:Medical, dental, vision, disability, and life insuranceFlexible Spending Accounts401(k)PTOTuition reimbursementPaid federal holidaysSecurity Clearance Must be a U.S. Citizen.
