Data Engineer, Analytics

The Senior Data Engineer at Harris County Public Health designs, builds, and maintains data pipelines, collection systems, data models, and a data warehouse to enable efficient analytics, reporting, and data-driven decision support.

Key Responsibilities

Maintain and further develop the data warehouse and analytics environment.

Build data pipelines, collection systems, and data models aligned to data analysis and reporting requirements.

Research approaches to improve data collection and processing.

Work with data analytics teams across Harris County Public Health to provide efficient and relevant datasets.

Share knowledge to strengthen team-wide expertise.

Provide cross-departmental stakeholders with clear communication on project status, risks, milestones, and assigned roles and responsibilities.

Perform other duties as assigned, including special tasks related to responding to an emergency event.

Required Qualifications

Bachelor’s degree in computer science, information systems, or a related field.

8 (eight) years of experience in database administration.

5 (five) years of experience with Stored Procedures, advanced query functions such as Common Table Expressions and Pivots, and other advanced RDBMS tasks.

5 (five) years of experience with SSIS.

3 (three) years of experience practicing agile principles.

3 (three) years of experience working with HIPAA protected data.

Strong SQL skills and database architecture expertise.

In-depth understanding of IT security and handling health protected data.

Ability to solve problems by analyzing issues, identifying root causes, and developing effective solutions.

Strong time management skills, including priority setting and meeting project deadlines.

Location: Harris County Public Health, 1111 Fannin, Houston, 77002 (onsite).

Position Type: Full-Time | Grant-Funded Position

Typical Hours: Monday – Friday | 8 am – 5 pm

Hours may vary based on department business needs or task requirements.

Periodic overnight travel and long hours or overtime may be required during emergencies or disasters.

Work Environment and Physical Demands

Professional office environment.

Routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

May require travel.

Primarily a sedentary position.
